CECEP Combats Flood and Typhoon to Ensure Safety of Projects under Construction

Since the beginning of this June, Guiyang, capital of Guizhou Province, has seen frequent heavy rainfalls. The Liuguangmen and Guiyi reclaimed wastewater treatment plants are not only key projects for water environment management along the Nanming River in Guiyang, but also China’s first construction projects featuring deep foundation excavation. Such factors as ultra-deep foundation ditches, karst landform, high underground water level, dense high-rises nearby, and adjacency to residential buildings posed great challenges on the projects in terms of flood prevention. Prior to the flood season, Guizhou Water Service Co., Ltd. formulated flood prevention plans, put anti-flood supplies in place, and strengthened safety training for all of its employees. After the arrival of the flood season, its employees worked day and night to build levees according to actual conditions to safeguard projects under construction.

A rainstorm hit the Wufeng Tujia Autonomous County in Yichang City, Hubei Province from June 27 to 28. Before the yellow alert for rainstorm was issued, Hubei Yichang Wufeng Wind Farm (hereinafter “Wufeng Company”), a wind power subsidiary of China Energy Conservation and Environmental Protection Group (CECEP), formed 15 teams to conduct safety hazards checking in the 35 high-risk zones along the 208-kilometer line, dredge drainage ditches and culvert pipes, and put anti-flood supplies such as sandbags in place, getting ready for emergencies probably caused by the upcoming flood. After the scanning, all workers retreated to safe areas. They also deployed mechanical equipment in secured locations vulnerable to geological disasters, so as to guarantee immediate response to disasters under the prerequisite of ensuring personnel and property safety. Soon, Niuzhuang Township in Wufeng County suffered a rainstorm that had never been seen in 50 years. The road leading to the north section of Wufeng Company’s Niuzhuang project was submerged, and the rainstorm also resulted in roadbed and slope landslides, blocked drainage ditches, and road surface erosion in the construction site of the project. Wufeng Company immediately dispatched its employees to the site, who worked together with the villagers’ committee of Shahe Village to dredge silt, control the flood, and clean falling mud and rocks to protect the roads. They completed the emergency rescue task as quickly as possible, effectively safeguarding the construction site of the project and nearby mountains and roads.
