CECEP Signs MOU with Cambodian Partners During Talks with Vice Minister of Interior

On September 17, during the 22nd China–ASEAN Expo, Liao Jiasheng, Chairman of the Group, held talks with Tea Kong, Vice Minister of Interior of the Kingdom of Cambodia, in Nanning, Guangxi. The two sides had in-depth discussions on strengthening cooperation in energy conservation and environmental protection. The Vice Minister of Culture and Fine Arts of Cambodia, and Cao Huabin, Deputy General Manager of the Group, also attended the meeting.

Liao Jiasheng introduced CECEP’s overall profile and its domestic and international business operations. He noted that China and Cambodia are close neighbors with deep-rooted friendship and cultural affinity. The initiative jointly advanced by President Xi Jinping and Cambodian leaders to build a China–Cambodia community of shared future in the new era has charted the course for deepening all-round cooperation. Cambodia attaches great importance to green and low-carbon development, and the two countries have broad potential for cooperation in energy conservation and environmental protection. As a central SOE with energy conservation and environmental protection as its core business, CECEP adheres to Xi Jinping Thought on Ecological Civilization and puts into practice the vision that “lucid waters and lush mountains are invaluable assets”. With extensive technical expertise and proven experience across the full value chain of ecological and environmental protection, CECEP looks forward to deepening cooperation with the Cambodian government, starting with solid waste treatment projects and further expanding to clean energy development and utilization, wastewater treatment, air pollution control, mine rehabilitation, heavy metal pollution management, and watershed governance. The company aims to contribute to Cambodia’s climate change response and sustainable development.

Tea Kong outlined the Cambodian government’s strategies and practices in green energy development and environmental protection. He emphasized the long-standing and ever-strong friendship between Cambodia and China. With rapid economic growth and a rising population, Cambodia faces increasing demand in areas such as solid waste and wastewater treatment. As the Belt and Road Initiative advances, economic and trade exchanges between China and Cambodia are becoming closer, with more Chinese enterprises investing in Cambodia. China’s technology, expertise and achievements in environmental protection and energy conservation are highly advanced. He expressed hope that CECEP would leverage its full industrial chain advantages in energy conservation and environmental protection, expand investment in Cambodia in solid waste treatment, clean energy supply, wastewater treatment and ecological restoration, and help the country enhance its environmental governance capacity.

After the talks, CNEPG signed a memorandum of understanding with Cambodia Salt Field Free Trade Zone Co., Ltd. and China National Chemical Heavy-Mechanized Corporation. The three parties will jointly promote projects such as the comprehensive management of Phnom Penh’s municipal landfill to achieve waste reduction, resource utilization and harmless disposal, thereby improving the city’s ecological environment.

Officials from the Cambodian Ministry of Interior, investment development agencies, and Beijing Business Center, representatives of China National Chemical Heavy-Mechanized Corporation, and leaders from the Group’s Cooperation Department, General Office and CNEPG attended the event.
