During a visit to Shichang Village of Songxian County on August 17, 2017, CECEP Chairman Liu Dashan learnt that there was no steady water supply in this community. He instructed relevant departments of the company to conduct a study, and appropriated 500,000 yuan to solve the problem. Today for the first time in history the village has easy access to safe drinking water thanks to CECEP, a centrally-administered enterprise that consciously performs its social responsibility.

Over past years, CECEP has invested in accommodation, transport, sightseeing, shopping and entertainment infrastructures in Shichang Village to boost local tourism. It linked up a disconnected 800-meter village road, built a two-kilometer road in the Stone Tribe scenic area, drilled a deep well, launched a marketing program for local eggs, established an organic egg brand, and promoted local specialties among tourists. What's more, the company bought Chinese honey locust (Gleditsia sinensis) seedlings, and distributed them to local farmers free of charge, which gave a strong boost to plantation of local features.

CECEP is the only designated pipeline and construction subcontractor from China in Sri Lanka's water projects. In 2012 it built in the country a waste water treatment facility with a daily capacity of 14,000 square meters and a water supply plant (Kelani Right Bank) with a daily capacity of 181,000 square meters. The former treated sewage for more than 50,000 residents and waste water from about 100 companies and factories, and the latter supplied running water for around 350,000 residents.
