In the first half of the year, faced with the complex situation of pressure from three aspects together with unexpected changes and the wide spread of COVID-19 pandemic, CECEP strictly followed the overall requirements of the Party Central Committee to prevent the pandemic, stabilize the economy, and secure development, firmly implemented Xi Jinping Thought on ecological civilization and the development concept of "lucid waters and lush mountains are invaluable assets", led high-quality development with solid party building, and made every effort to promote quality and efficiency, market expansion, technological innovation, state-owned enterprise reform, safe production, etc., therefore successfully finished half of the tasks halfway through with improved scale and benefits, which presents a gift to the 20th National Congress of the Communist Party with practical actions and outstanding achievements.
Better internal management and larger external market to significantly improve development quality and efficiency
"In the first half of the year, CECEP resolutely coordinated pandemic response and safe development, overcame obstacles to make steady progress in the face of any changes, therefore handed in a qualified 'midterm answer sheet'." said Liu Jiaqiang, deputy secretary of the Party Committee and general manager of CECEP, at CECEP 2022 mid-year working conference.
——In the first half of the year, CECEP adhered to the goal of "two increases, one control and three improvements", and the whole group made every effort together to stabilize operations, tap potentials and increase profits. Major operation indices were better than expected and those of the same period over the years, indicating steady development. As of the end of June, the operation income increased by 9.6% year-on-year, total profit increased by 8.8% year-on-year, and net profit increased by 12.5% year-on-year, with EVA value 2.4 times of the assessment target and operating income profit margin of 12.2%.
——Constant breakthroughs in market expansion. Production and operation are the foundation and lifeblood of stable and long-term development of enterprises. CECEP adheres to the leading position of operation, continues to increase market development efforts, and makes every effort to expand the “group of friends” for cooperation. For the first half of the year, CECEP has built high-end business connection with 19 provinces, cities and regions, and reached in-depth cooperation intentions, secured a batch of high-quality monomer and comprehensive projects, and further broadened the spectrum of government-enterprise cooperation. As of the end of June, CECEP has won bids of and signed contracts of 844 projects, with the value of signed projects increasing by 10.6% year-on-year. In addition to conscientiously implementing major national and regional strategies and regional coordinated development strategies, CECEP also actively connects with leading companies in the industry to jointly leverage the market and achieve mutual benefit and win-win results.
——Remarkable results in state-owned enterprise reform. 2022 is the final year of the three-year reform of state-owned enterprises. CECEP subsidiaries at all levels will make every effort to promote various reform tasks in an all-round way and make multiple breakthroughs to ensure "handing in the answer sheet on time". As of the end of June, the overall completion rate of the three-year reform reached 99%, laying a solid foundation for the comprehensive conclusion. On this basis, the reform results of many of its subsidiaries have emerged. CECEP Solar was awarded the title of Demonstration Enterprise in State-owned Enterprise Governance by SASAC. Valiant and China New Era Group Corporation were rated excellent in the annual special assessment of "Science Reform" and "double-hundred action".
——Lean management in full swing. Comprehensive lean management is an effective starting point for enterprises to improve quality and efficiency. CECEP has further promoted the special action to continuously improve the overall quality and efficiency of the group. In the first half of the year, CECEP solidly promoted special work such as cost reduction and efficiency enhancement, "three batches" disposal, stripping off non-essential business and non-advantageous business, "two funds" pressure reduction, and deficit control and turnaround so as to achieve steady improvement in quality and efficiency. While insisting on seeking benefits from quality, CECEP also starts from benchmarking world-class standards, further enhances benchmarking actions, and insists on seeking benefits from management. As of the end of June, the completion rate of the Group's key benchmarking tasks reached 99%, and the level of corporate management continued to improve. In order to consolidate the achievements of benchmarking, CECEP actively summarizes and promotes experience and achievements to further boost the implementation of the long-term mechanism for benchmarking for continuous improvement.
——Effective control of risks. CECEP strictly and conscientiously shoulders the political responsibility of various risk prevention and control, to ensure that the responsibility is forwarded to every "nerve terminal", the measures are deployed to the "last mile", and the bottom line of no major risk or systematic risk will be firmly held. In the first half of the year, CECEP carried out special actions on comprehensive governance such as the "Year of Strengthening Compliance Management", "Stringent Financial Discipline for Legal and Compliant Operations" to effectively prevent and resolve operational risks. CECEP solidly carry out the three-year special rectification action for safety production, carry out in-depth safety production inspection and rectification actions, formulate 16 hard measures and hard requirements to strengthen safety production, and implement all-field, full-chain, all-round safety risk identification and hidden danger investigation and rectification. Effectively prevent and resolve various safety and environmental risks.
More prominent role as the main force in actively serving the national strategy
In May this year, the first integrated protection and restoration project of mountains, rivers, forests, farmlands, lakes, grasslands and deserts in Xinjiang, built by CECEP, was successfully started in Aksu. Once the project is completed, it will greatly improve the ecological environment of the Aksu River Basin and further build an important ecological security barrier in sand breaks in northern China.
The cooperation with Aksu is a microcosm of CECEP’s initiative to serve the national strategy and practically develop the ecological civilization. Since the beginning of this year, CECEP has given full play to its role as the main platform for pollution control in the Yangtze River Economic Belt, and has implemented several major comprehensive ecological and environmental management projects in the Yangtze River Economic Belt, the Yellow River Basin and the Yangtze River Delta, etc, with positive results achieved. In the first half of the year, CECEP added 1,400 tons/day of solid waste treatment capacity and 410,000 tons/day of sewage treatment scale, and signed about 1,200 MW of new photovoltaic projects in the Yangtze River Economic Belt.
While vigorously promoting the holistic protection and systematic restoration of the regional ecological environment, CECEP has closely aligned building up the strength, quality, and size of its main business with the "double carbon" goals, therefore continuously increased the direct contribution to pollution reduction and carbon reduction. In the first half of the year, the installed capacity of green power increased by 18.9% year-on-year; power generation increased by 21.7% year-on-year, equivalent to an emission reduction of 10.829 million tons of carbon dioxide and saving 4.344 million tons of standard coal; solid waste treatment capacity increased by 22.5% year-on-year; water supply and sewage treatment volume increased by 11.4% year-on-year, and the cumulative reduction of COD increased by 9.7% year-on-year.
The implementation of "double carbon" goals not only depends on enterprises, but also on the whole situation. CECEP actively carries out "double carbon" research for relevant Chinese ministries and commissions, assists more than 10 provincial, municipal and district governments, such as Heilongjiang and Tibet, in planning the top-level design of "double carbon" policies and preparing "double carbon" programs. It also assists many Chinese central State-owned enterprises, financial institutions and others to carry out carbon inventory work, and continuously helps local governments and enterprises to effectively achieve "double carbon" goals. It is worth mentioning that in the first half of the year, CECEP became the first batch of members of the Hong Kong International Carbon Market Council. Its subsidiary Solar Energy Technology Co.,Ltd. successfully issued the first "carbon neutrality" + "rural revitalization" double-labeled bond in China, and CNEPG completed the first carbon credit certified carbon asset trading on a blockchain in China. CECEP’s ability to serve the national "double carbon" strategic goal was continuously enhanced.
Prominent innovation-driven results with constantly increasing development momentum
Scientific and technological innovation is an important starting point to support and lead the high-quality development of enterprises. All along, CECEP has always made it the number one project, continuously optimizing the system and deepening innovation collaboration to empower the innovation and development of enterprises.
To further play the supporting and leading role of sci-tech innovation, CECEP has identified 2022 as the "Year of Scientific and Technological Innovation". In the past six months, CECEP has conscientiously implemented various work plans of the "Year of Scientific and Technological Innovation", and continuously increased investment in research and development. Therefore, a number of sci-tech innovation achievements have continued to emerge. As of the end of June, CECEP increased its investment in research and development by 17.9% year-on-year, issued 62 new invention patents, involved in the compilation of 5 national and industrial standards. The total number of high-tech enterprises reached 72 and 9 specialized and special new enterprises were established. CECEP launched 14 major sci-tech innovation projects and declared a number of national key R&D projects, so as to contentiously increase its confidence and efficiency of sci-tech innovation.
In order to accelerate the transformation and implementation of sci-tech achievements, CECEP continues to promote the construction of high-level R&D platforms and strive to open up the "last mile" for the transformation of sci-tech achievements. This year, the three major R&D platforms built by CECEP have made positive progress, among which, the National Environmental Protection Engineering Center for Industrial Contaminated Site and Groundwater Remediation undertaken by CECEP Ecotech co., Ltd. has achieved great results. The Shunyi Innovation Base and the Solid Waste Collaborative Disposal and Resource Recycling Engineering Center built by CECEP Engineering Technology Research Institute are also accelerating their development. The construction of the R&D system has begun to take shape.
In the next step, CECEP will grasp the key link of sci-tech innovation to improve the innovation system continuously and accelerate the integration of industry, academia, research and application. By focusing on the list of key technologies of the Group and increasing the research efforts consistently, CECEP will build the original technology curatorship actively and strive to be the leader of the industrial chain in niche areas to provide strong support for the high-quality development of enterprises.

Time waits for no man, and tasks are urgent. For the second half of the year, Song Xin, Secretary of the Party Committee and Chairman of the Board of Directors of CECEP, finalized the "road map" and "assignment booklet" at the CECEP 2022 Mid-Year Work Conference. He emphasized that the group should firmly grasp the overall requirements of "preventing the pandemic, stabilizing the economy, and securing the development", and conscientiously implement the spirit of the seminar for central enterprises' leaders and the annual work requirements of the Party Committee of the Group. The group should continue to make efforts in seven areas, including strengthening the Party building, preventing risks, promoting reforms and stabilizing growth in order to maintain the business operation. Firstly, it is necessary to stick to the goals to ensure the completion of the annual targets. Secondly, innovation is needed to accelerate the improvement of core competitiveness. Thirdly, the Group should take the initiative to fully expand the market space. Fourthly, it is encouraged to overcome difficulties to win the final battle of the three-year reform of state-owned enterprises. Fifthly, the Group needs to implement multi-measures to steadily improve the quality of business. Sixthly, the management should keep the bottom line to accurately and effectively prevent and resolve all kinds of risks. Seventhly, the high-quality Party building should act as a solid foundation to lead high-quality development.
A thousand rivers converge into the sea, and the boat sails well with a favorable wind. It is a good time to work hard. CECEP will unite more closely around the CPC Central Committee with Comrade Xi Jinping at its core and bear in mind the country’s most fundamental interests to resolutely act as a macroeconomic "stabilizer" and "ballast".
