Top-level design of a solid system. First, the Safety and Environmental Protection Committee focuses on reviewing and revising the safe production responsibility system, clarifying the responsibilities of all leaders, departments, regions and projects of the headquarters, defining 9 responsibilities of the chairman and Party secretary and 13 responsibilities of the general manager, taking the initiative of the responsibility system, and encouraging all units to keep the safety checkpoint to form synergy in management. The second is to organize and carry out the pilot demonstration of safe production, bilaterally select project companies to participate in 13 annual key tasks, and to promote the basic work such as safety facilities, safety training and contractor management to be practical and meticulous. The third is to promote the digitization and upgrading of safety management. Safety measures are rigorous and consistent. The first is to pay close attention to the risk of on-site gas. On the basis of the experience of comprehensively dismantling the LNG facilities at remediation points last year, the company will focus on the safety rectification of biogas system, standardize the safety facilities and interlocking functions of biogas systems in more than 30 biogas-related enterprises, probe setting of combustible gas detectors, personal protection, operation and maintenance management, etc., so as to improve the safety level of the system. Shijiazhuang company rebuilt the feeding platform of the garbage bin and set up a new air outlet, which reduced the carbon monoxide concentration from 300ppm to almost zero. Hefei company set up an explosion-proof air duct to reduce the hydrogen sulfide concentration from 100ppm to 6ppm, which greatly improved the safety in the garbage bin.
Strict reward and punishment to guarantee key points. The first is to increase the assessment of the unit and the person in charge where the accident happens. On the basis of aligning with the assessment mechanism of the group company, the punishment level is increased. If one death is confirmed, the person in charge of the unit will be demoted. If two deaths are confirmed, the person in charge of the unit will be dismissed. The second is to issue Measures for the Administration of Individual Practicing Qualifications of the Company to reward the safety management personnel with qualification certificates, and to encourage all employees to strengthen their knowledge of safety and environmental protection, obtain safety and environmental professional qualification certificates, and improve their ability to perform their duties. Baoding company granted a one-time reward of 20,000 RMB and salary promotion for certified safety engineers. The third is to encourage the investigation and management of hidden dangers. Shijiazhuang company set up the hidden danger investigation and management award, setting the benchmark value of spotting each hidden danger as 100 RMB, and rewarding discoverers and eliminators one by one according to the bonus proportion of 30% and 70%. The fourth is to implement serious safety assessment of contractors. The person in charge of production and safety of Qinhuangdao company interviewed long-term contractors, conducted on-site assessment and education on their recent inappropriate behaviors, participated in weekly safety activities for contractors, shared personal experience of accident cases, and sounded the alarm for contracting staff.
