The start is a sprint to strive for the first place at the beginning. In the first quarter, CECEP resolutely implemented decisions and arrangements of the CPC Central Committee and the State Council and relevant work requirements of the SASAC. With the general tone of "steady leadership and seeking progress while maintaining stability", CECEP paid close attention to the three major issues of enterprise development, pandemic prevention and control, and safe production, so as to ensure that the pandemic prevention and control is not lax, safe production is not disconnected, and economic development is not stopped, thus achieving a "good start" in the first quarter.
Focus on the development of the main business, paint the "background color" of green development
As a central enterprise with energy conservation and environmental protection as its main business, this year CECEP has worked hard to overcome the adverse effects of the pandemic and complicated situations at home and abroad, and solidly promoted industrial development and market development.
In the first quarter, CECEP focused on the main business and continued to expand the business layout of clean energy, solid waste disposal, sewage treatment, green new materials, etc., to achieve "double growth" in operating income and net profit. Data show that in the first quarter, CECEP achieved a year-on-year increase of 6.4% in operating income and a 17.8% year-on-year increase in net profit, laying a solid foundation for the completion of the annual target.
Steady operation on the one hand and market expansion on the other. In the first quarter, based on major national strategies, CECEP gave full play to the role of the main platform for pollution control in the Yangtze River Economic Belt, continuously improved the ability to provide comprehensive solutions for regional green development, continued to increase investment in the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Yellow River Basin, actively built a cooperation network structure, successively carried out high-end business connections with 8 provinces and cities including Guizhou, Shaanxi, Anhui, etc., actively consolidated the stock market and expanded the incremental market. In the first quarter, CECEP won 453 bids for various projects, and the contracted amount increased by 48.7% year-on-year.
The production is stable and improving, and the development of the main business also shows strong development tenacity. In the first quarter, the installed capacity of CECEP green power was 14.442 million kilowatts, an increase of 11% year-on-year. The power generation was 6.79 billion kWh, up by 22.7% year-on-year, equivalent to reducing carbon dioxide emissions by 5.17 million tons and saving energy by 2.07 million tons of standard coal. In terms of solid waste, 5.807 million tons of solid waste was treated, up by 34.5% year-on-year. 810 million tons of water was produced and sewage was treated, up by 10.5% year-on-year. The cumulative reduction of COD was 127,000 tons, up by 7.2% year-on-year, which continuously promoted the synergy of "pollution reduction and carbon reduction" and contributed to the realization of carbon peak and neutrality.
While the company has achieved a steady and good start, CECEP has actively played the role as a central enterprise in such important tasks as ensuring the stable supply of energy and electricity, providing services for the Beijing Winter Olympics and Paralympics, and supporting Shanghai and other places to fight the epidemic, thus contributing to the stable and healthy development of the national economy.
Concentrating on scientific and technological innovation to enhance the stamina of enterprise development
Innovation is the inexhaustible driving force for the development of an enterprise. Only by seeking impetus, vitality and increment from technological innovation, and promoting all-round and whole-process innovation of all employees, can an enterprise develop with high quality.
In the first quarter, in accordance with various work arrangements of "Year of Scientific and Technological Innovation", CECEP made every effort to promote the increase of scientific and technological innovation in the Group, continued to improve and optimize the scientific and technological innovation ecology, and further stimulated the vitality of scientific and technological innovation, and achieved good results.
The scientific and technological innovation system and mechanism have been continuously improved. In the first quarter, CECEP continued to improve the top-level design of scientific and technological innovation, and successively formulated and issued the special work plan for the "Year of Scientific and Technological Innovation", the adjustment plan of scientific and technological innovation framework, and the measures for scientific and technological innovation awards and assessments, and scientifically planned the annual work goals, promotion measures and key points of technological research, and made clear the timetable and road map to ensure that all innovative tasks were implemented and achieved practical results.
R&D investment continues to increase. In order to speed up the innovation drive, CECEP has held several seminars on promoting scientific and technological innovation to redeploy and re-implement the scientific and technological innovation work, and focused on the national key research plans, major scientific and technological projects and key common technologies in the green and low-carbon fields that it took the initiative to undertake. Enterprises across the system continue to increase R&D efforts. In the first quarter, R&D investment increased by 11.5% year-on-year.
With the strong impetus of the group headquarters, the innovation capability of the whole system has been significantly improved, and a number of scientific and technological innovations have emerged. By the end of March, two batches of 10 major scientific and technological innovation projects have been completed, and significant progress has been made in the construction of the National Environmental Protection Industrial Contaminated Site and Groundwater Remediation Engineering Technology Center. Enterprises at all levels have obtained a total of 91 patents.
At present, with the continuous deepening of scientific and technological innovation, a series of achievements are accelerating their transformation and application, which has accumulated stronger momentum for high-quality development of CECEP.
Improving Quality and Stimulating Development Vitality
Emphasizing on "outstanding achievements" and even more on "potential achievements", CECEP has always placed the work of "laying the foundation and benefiting the long-term development" in a prominent position. In the first quarter, CECEP further promoted quality improvement actions such as the reform of state-owned enterprises, improving quality and efficiency, and benchmarking against world-class standards, and took multiple measures to promote the high-quality development of enterprises.
The reform of state-owned enterprises has been steadily advanced. This year is the critical and final year of the three-year reform of state-owned enterprises. With a high sense of responsibility and mission, CECEP continues to promote the reform of state-owned enterprises in depth, and resolutely fights this "final battle". As of the end of March, the 89 reform tasks specified in the three-year action plan have been completed with an overall progress of 95%. The completion progress of a total of 43 reform tasks needed to be completed in 2022 is 74%, which has laid a solid foundation for the final sprint of the three-year reform of state-owned enterprises.
The management level has been steadily improved. In the first quarter, CECEP continued to consolidate the foundation of refined management, carried out in-depth special actions such as operating in compliance with laws and regulations, strict financial discipline, promoting cost reduction and efficiency improvement, and benchmarking against world-class standards, and accelerated the remediation of weaknesses and improvement of strengths. A series of work measures, such as "three batches", "control of two funds", "separation of non-main business and non-advantageous business" and "reversing and controlling losses" have been taken in order to strive to break through and resolve key difficulties, speed up the revitalization of resources, and provide strong support for the high-quality development of the Group.
Increased safety awareness. In response to the new situation and problems in the safety production of the enterprise, CECEP put forward "sixteen hard measures and requirements" in light of the actual situation, clarified the responsible units one by one, strengthened the implementation of responsibilities, carried out safety and environmental protection inspections in the whole system of the Group, continued to do a good job of normalizing pandemic prevention and control, and achieved practical results in ensuring security, stabilizing growth and preventing risks.
To understand the situation, one needs to take a longer view.
