In recent years, with the development of ecological civilization, "system governance" has gradually become a new key word from natural resource management to ecological environment restoration.
However, how to systematically control the pollution of various ecological elements, such as mountains, rivers, lakes, grass and sand, is a new question for local governments and enterprises.
How to manage the ecological system? CECEP gives its own answer. In Xianning, Hubei Province, the ecological environment is extremely fragile, even endangering the present situation of the Yangtze River ecosystem, because the local area suffers from vegetation deterioration, serious pollution of rivers and lakes, and perennial floating dust in mines. According to the "holistic view of traditional Chinese medicine", CECEP has adopted a comprehensive solution of "source pollution control+systematic pollution interception+comprehensive pollution control+ecological restoration", and carried out integrated design and systematic construction for Xianning ecological environment pollution control to ensure that restoration is successful at the first try.
From pollution control to ecological improvement, today Xianning is full of lush vegetation with vitality. The ecological environment has been significantly improved, and the ecosystem function has been gradually restored.
"Not only in Xianning, Hubei Province, but also in the process of environmental diagnosis and pollution control in Hengyang, Hunan Province and Huzhou, Zhejiang Province along the Yangtze River, we also found problems such as water pollution control, shoreline remediation, mountain restoration, solid waste disposal, and even residents' relocation, which were interrelated and influence each other." Song Xin, member of the National Committee of the CPPCC, secretary of the Party Committee and chairman of CECEP, said that single treatment of a certain kind of pollution could not reach the root causes which must be solved in an overall way to completely change the regional ecological environment. Therefore, it is imperative to transform the decentralized pollution control mode into comprehensive ecological environment control.
It is understood that in addition to Xianning, Hubei Province, CECEP has also built comprehensive solutions for ecological environment in Chishui River Basin, Hejiang River in Sichuan, Tarim River in Xinjiang and other areas according to local conditions, which have achieved good results. In 2021, two projects implemented by China National Geological & Mining Corporation, a subsidiary of CECEP, were successfully selected as the top ten demonstration projects of integrated protection and restoration of mountains, rivers, forest, lakes, grass and sand jointly selected by the Ministry of Natural Resources, Ministry of Ecology and Environment and Ministry of Finance, which further highlighted the effect of systematic treatment solutions to help regional green development.
Song Xin said that through the exploration of these pilot cities, CECEP has gradually formed a number of innovative comprehensive governance models. In the next step, according to the principle of "one city, one policy" and "one domain, one policy", comprehensive ecological environment solutions will be implemented in more regions, providing support for regional ecological environment protection and governance, and helping regional green development.
