2021 is a crucial year for the three-year reform of state-owned enterprises. On the basis of resolutely completing the three-year action plan of the reform, CECEP focuses on key and difficult points to make breakthroughs, to ensure high-quality completion of all reform tasks, and to strive for vitality and benefit from the reform.

The reform of three systems is a key link in the reform of state-owned enterprises. How to break the "iron rice bowl" and the "big pot" is a test of the wisdom and courage of enterprises. In order to make sure that the management accepts higher or lower positions all the same, the staff can be deployed in and out of the system, and their salaries can be increased or decreased without complaints, CECEP has boldly reformed and innovated the human resource system.

"In 2021, CECEP launched the optimization and adjustment of headquarters organization and open competition for posts, involving 7 positions of deputy directors of headquarters departments and 43 positions of heads of departments. Former heads of departments all participated in the competition. The competition covered all employees of the whole system. This was the most vigorous open competition in the history of the Group. In order to hold the key point of the three system reforms and empower the high-quality development of enterprises, CECEP has fully implemented the term of office and contractual management of managers in 532 subsidiaries in the system, so as to truly employ on the basis of ability and decide whether to keep someone or not on the basis of achievements. At the same time, it has established an entry and exit mechanism according to the principle of matching the needs of employers with abilities and qualities of employees, adjusted the performance appraisal mechanism based on performance optimization to fully implement the market-driven employment. Since 2021, the number of open recruitment in CECEP system has reached 4,869, with a proportion close to 100%. The management positions of subsidiaries at all levels have been adjusted with 44 people withdrawn, further stimulating the vitality of the whole team.

Promoting the three system reforms, fully implementing the term of office and contractual management are just the epitome of CECEP's three-year efforts to promote the reform of state-owned enterprises. Song Xin told reporters, "In 2021, the completion rate of the three-year action of CECEP SOE reforms reached 93.26%. The board of directors should be fully established, and the majority of external directors will achieve full coverage, which is higher than the average level of central enterprises."

Gnawing at the "hard bones" of reform and exploring the "deep water area" stimulated the vitality of enterprises and brought better performance. In 2021, the scale and benefit of all major sectors of CECEP reached the highest level in history, with business income and total profit increasing by 18.6% and 49.5% year-on-year, net profit exceeding the annual assessment target by 56%, and the market value of its listed companies exceeding 100 billion RMB. The overall development showed a strong momentum.

The year 2022 is the final year of the three-year reform of state-owned enterprises. Faced with the complicated domestic and international situation, how can we ensure that high-quality answers are handed over after the bell rings? Song Xin said that CECEP will further improve its political position, shoulder its responsibility, take effectiveness as the test standard, and pay close attention to self-examination to ensure that all reform tasks are implemented.
