On September 18, China Energy Conservation and Environmental Protection Group (CECEP) and the Changjiang Water Resources Commission (CWRC) of the Ministry of Water Resources convened a seminar on strategic cooperation in “jointly promoting the comprehensive protection and ecological progress of the Yangtze River.” The two parties conducted in-depth communication and signed an agreement on the cooperation mechanism of primary platforms concerning experience sharing, river basin management and pollution control of the Yangtze River.

CECEP CEO Yu Honghui noted that the signing of the agreement is a specific action to implement the guiding principles in the important speech made by Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee, during his inspection tour to the Yangtze River as well as his instruction and requirement to jointly promote comprehensive protection of the river rather than large-scale development. He also commented that the agreement marked a new prologue of win-win cooperation and common development of the two parties. CWRC has accumulated rich experience in water resource protection, water ecological restoration and water environment management in the Yangtze River basin. CECEP hopes to work with CWRC to explore reproducible and sustainable business models that can be spread by relying on the latter’s advantages in river basin top-level design and regional specialized design. Following the principle of “mutually beneficial cooperation,” the two parties will further consolidate and deepen their strategic partnership, achieve more fruitful cooperative results, and spare no effort to fulfill their responsibility for comprehensive protection of the Yangtze River, making greater contributions to winning the battle of ecological protection and restoration of the Yangtze River and promoting the green development of the Yangtze River Economic Belt.

According to the agreement, both parties will uphold the principles of “systematic development, centralized management, complementary advantages, joint contribution, and shared benefits,” give full play to the role of CWRC in river basin integrated management and the role of CECEP as a primary platform for pollution control, and deepen cooperation in key areas such as systematic management of water ecological environment, high-efficiency utilization of water resources, coordinated monitoring of water ecological environment, joint collection and sharing of basic information, and scientific and technological coordination and innovation, so as to foster a joint force to promote comprehensive protection and ecological progress of the Yangtze River.
