From January 17 to 18, China Energy Conservation and Environmental Protection Group (CECEP) held its annual working conference in Beijing, at which the company conferred awards on its model workers, participants exchanged their experience, and its secondary subsidiaries signed agreements of responsibilities for management, production safety, and environmental protection. Liu Dashan, chairman of CECEP, delivered an important speech, and CEO Yu Honghui made a work report for 2019 on behalf of CECEP.
The report to the conference fully reviewed CECEP’s work in 2018 and made an arrangement on the work in 2019. It was noted at the conference that in 2018, CECEP upheld the main tone of seeking growth while maintaining stability, and adhered to the concept of new development. Following the requirements of high-quality development and placing priority on the implementation of the strategic plan formulated at the group’s Jurong Meeting (namely, the Seminar on Reform and Development Strategy that CECEP held in Jurong, Zhenjiang in 2017), CECEP vigorously promoted innovation-driven development, improved its marketing system, enhanced operational quality and effectiveness, and strengthened basic management, thus constantly improving the group’s development quality, further solidifying its development foundation, achieving steady growth in economic indicators, and accomplishing its annual operational goals.
The conference required that all employees of CECEP must firmly stick to the five major tasks of “stabilizing growth, expanding the market, promoting innovation, accelerating integration, and adjusting industrial structure” and vigorously consolidate “political guarantee, management guarantee, fund guarantee, legal guarantee and safety guarantee” in 2019. They are also required to unswervingly stabilize growth to ensure the annual operational goals are fulfilled; continuously expand the market while actively serving key national strategies; firmly promote innovation to considerably improve the cutting-edge power of the group’s core technologies; endlessly accelerate integration to achieve new breakthroughs in resource allocation; and constantly adjust industrial structure to continue improve the development quality of the group’s main business.
Chairman Liu Dashan set clear requirements for the work in 2019: First, unswervingly implement the group’s strategies, further study, understand and improve the spirit of the Jurong Meeting, and conduct real-time tracking and analysis of the implementation of strategies and problems arising in the process; Second, unswervingly give further play to the role of the Yangtze River ecological protection and pollution control campaign as a primary platform; Third, unswervingly speed up the pace of technological innovation and work hard to push forward the construction of the group’s technological innovation system and capacity; Fourth, unswervingly accelerate structural adjustment and resource integration and vigorously achieve bigger breakthroughs in the optimization of the group’s capital structure and business structure; Fifth, unswervingly improve the group’s management and control efficiency and constantly enhance the rationality, accuracy and effectiveness of operational and controlling measures with business growth as the guiding principle, consolidating the responsibilities of operation and management entities as the goal and strengthening rewards and incentives as the driving force; Sixth, unswervingly push forward the efforts to “streamline corporate structure, improve quality and increase efficiency,” vigorously strengthen cost control, and take concrete action to complete the tasks of “removing ossified links, overcoming difficulties and stopping losses”; Seventh, unswervingly enhance the cultivation of managerial and other personnel, foster a leading group, a management team and human capital that deeply understand the group’s vision and mission, highly recognize the group’s core values, and are capable to implement the group’s development strategy; Eighth, use the inspection and rectification campaign as an opportunity to effectively combat corruption.
