Recently, CECEP’s first Wind Power + Rural Revitalization project—the CECEP Song County Jiugao Town Wind Farm Project—was successfully connected to the grid. As CECEP’s first industrial assistance project implemented in a designated county receiving targeted support, the project has been listed as a key project by both provincial and municipal governments.

Since construction began, the project has invested 21.7 million RMB in the renovation, widening and paving of 20 key rural roads with a total length of 50 kilometers. Narrow dirt roads less than three meters wide have been transformed into seven-meter-wide gravel roads, connecting nine villages and benefiting approximately 23,000 residents. During the construction period, the project supported five local enterprises in related industries, including steel structures, cement and construction materials, while creating employment opportunities for more than 150 local residents close to home. After commissioning, the project is expected to save approximately 88,300 tons of standard coal and reduce carbon dioxide emissions by approximately 214,800 tons annually. It will also generate around 10 million RMB in economic value through the conversion of ecological resources into economic benefits, providing strong momentum for the local transition toward greener and more advanced industrial development.

This successful practice of leveraging small-scale wind power to achieve large-scale revitalization vividly demonstrates the innovative application of the principle that “lucid waters and lush mountains are invaluable assets” in CECEP’s efforts to promote rural revitalization. The project’s wind turbines, painted with the slogan “Holy Land of Lakes and Mountains, Song County Loves You”, stand tall against the backdrop of blue skies and distant peaks, creating a striking landscape across Song County, known as the Holy Land of Lakes and Mountains. Thanks to their impressive scale and visual appeal, the turbines have joined attractions such as the Energy-Saving Town and the Stone Tribe to become popular visitor landmarks. The project has helped Song County move beyond a single economic model dependent on mountain resources, achieving income growth for both village collectives and local households. It has established a new Wind-Power-Plus development model that balances ecological conservation with economic development, ensuring that green mountains remain evergreen and clear waters continue to flow.
