From January 19 to 20, CECEP convened its 2026 Work Conference and the First Session of the Fourth Employees’ Congress in Beijing. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting thoroughly studied and implemented the guiding principles of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions, fully carried out General Secretary Xi Jinping’s important instructions on the work of central state-owned enterprises, reviewed and implemented the arrangements of the Central Economic Work Conference and the meeting of heads of central SOEs, summarized the Group’s performance in 2025 and during the 14th Five-Year Plan period, discussed the 15th Five-Year Plan strategy, and outlined key tasks for 2026. Liao Jiasheng, Chairman of CECEP, attended the meeting and delivered a speech. Liao Guohua, Deputy Director of the Fifth Bureau of Enterprise Audits of the National Audit Office, along with other officials, the Group’s outside directors, members of the leadership team, and senior executives were present. Liu Dajun, Deputy Party Secretary of CECEP, presided over the meeting.

In his remarks, Liao Jiasheng noted that 2025 marked the concluding year of the 14th Five-Year Plan. Over the past year, the Group thoroughly studied and implemented Xi Jinping Thought on Ecological Civilization, fully carried out the decisions and arrangements of the CPC Central Committee and the State Council, and earnestly fulfilled the work requirements of the State-owned Assets Supervision and Administration Commission of the State Council. By forging ahead under pressure, the Group achieved positive results in serving national strategies, expanding its core businesses, strengthening lean management, deepening reform and innovation, and reinforcing Party building, achievements that deserve full recognition. Looking back on the 14th Five-Year Plan period, the Group made steady progress in scale, continuous improvements in quality, sustained momentum and breakthroughs in innovation, and demonstrated a strong sense of responsibility and mission, delivering notable results and valuable experience.
Liao Jiasheng emphasized that the 15th Five-Year Plan period will be a critical stage for consolidating the foundations for China’s basic realization of socialist modernization and for making all-round efforts. It will also be a crucial period for achieving carbon peaking and the goal of basically building a Beautiful China, as well as a decisive phase for the Group to fulfill its upgraded mission, respond to risks and challenges, and seize strategic opportunities. He stressed that the entire Group must deeply understand and implement General Secretary Xi Jinping’s important instructions on central SOEs, accurately grasp the practical requirements for building a Beautiful China, and clearly recognize the phased characteristics and major tasks facing state-owned enterprises during the 15th Five-Year Plan period. The Group should properly balance high-quality development with the resolution of legacy issues, the revitalization of existing assets with incremental expansion, the seizing of domestic opportunities with overseas market expansion, and intensive development with expansionary growth, striving to turn its advantages into tangible results and ensure the successful achievement of the 15th Five-Year Plan goals.
He further pointed out that 2026 has been designated by the Group’s Party committee as the Year of Overcoming Difficulties and Tackling Key Challenges. The Group must continue to study and implement Xi Jinping Thought on Ecological Civilization and the concept that lucid waters and lush mountains are invaluable assets, address historical issues while seizing development opportunities under the 15th Five-Year Plan, and solidly advance all key tasks for the year to ensure a strong start to the new plan period. Efforts should be made to strengthen strategic guidance, further refine the Group’s 15th Five-Year Plan, improve its implementation, communication, assessment, incentive and constraint mechanisms, and ensure effective execution. The Group should intensify market development, improve its market expansion system, actively explore domestic and overseas markets in alignment with national strategies, and continuously enhance market share and competitiveness. It should optimize its business layout, improve investment management mechanisms, combine the introduction of external resources with internal integration, and steadily enhance overall scale and strength. The Group should deepen technological innovation by reshaping its innovation system, accelerating breakthroughs in key technologies, and increasing investment in big data and artificial intelligence. It should advance a new round of reforms, further improve the modern corporate governance system, optimize delegation of authority, and stimulate market-oriented operational vitality. A strong focus should be placed on lean management, with continued efforts in financial and cost control, reduction of receivables and inventories, production safety, audit supervision, streamlining legal entities, and addressing loss-making businesses, while building a penetrative supervision system and strengthening the mitigation of key risks. The Group must also uphold Party leadership, strengthen theoretical education, consolidate the foundations of Party building, promote the integration of Party building with business operations, reinforce talent development, and persist in improving conduct, discipline and anti-corruption efforts to safeguard the building of a world-class energy conservation and environmental protection industry group.
At the meeting, Hu Naimin, Deputy General Manager of CECEP, delivered the annual business operations report on behalf of the management team. The report called for the in-depth implementation of the 13846 strategy, accelerated advancement of a new round of SOE reforms, sustained efforts in market expansion, focused breakthroughs in key core technologies, continued governance of loss-making enterprises, resolute reduction of corporate layers and entity numbers, strengthened lawful recovery of receivables and current-period cash collection, comprehensive risk prevention and control, deeper integration of Party building with production and operations, and the firm completion of annual targets to ensure a strong opening and early success for the 15th Five-Year Plan.
Zhu Qingfeng, Chief Accountant, conveyed the guiding principles of the Central Economic Work Conference and the meeting of heads of central SOEs, while Du Le, Deputy General Manager, announced the decisions to commend advanced units, collectives and individuals of the Group for 2025.



During the conference, participants engaged in in-depth discussions on studying and implementing the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee, the Group’s 15th Five-Year Plan, the annual business operations report, and Chairman Liao Jiasheng’s speech.

Senior officials from Group headquarters, leadership teams of second-tier subsidiaries, full-time directors dispatched by the Group, and employee representatives attended the main venue, while mid-level and above managers from third-tier and higher subsidiaries participated via video link at sub-venues.
