On November 26, Liao Jiasheng, Chairman of the Group, met with Viktor Khmarin, Chairman of the Management Board and General Director of RusHydro, at the Group’s headquarters for in-depth discussions on advancing practical cooperation. Roman Berdnikov, Board Member and First Deputy General Director of RusHydro, and Cao Huabin, Deputy General Manager of the Group, attended the meeting.

Liao Jiasheng extended a warm welcome to Viktor Khmarin and his delegation, and introduced CECEP’s core business layout and international development strategy. He noted that China and Russia enjoy long-standing good-neighborly relations, rooted in enduring friendship and cooperation. The comprehensive strategic partnership of coordination for the new era, jointly outlined by President Xi Jinping and President Vladimir Putin, has charted the course for deepening bilateral cooperation across the board. Both countries attach great importance to green and low-carbon development, and the two sides have enormous potential for collaboration in energy conservation and environmental protection. As a central SOE focused on energy conservation and environmental protection, CECEP has consistently followed Xi Jinping Thought on Ecological Civilization and put into practice the vision that “lucid waters and lush mountains are invaluable assets”. After years of development, CECEP has accumulated extensive experience and a suite of core technologies in the field of energy conservation and environmental protection. Liao expressed the hope of establishing a strategic partnership with RusHydro and deepening cooperation in green mineral resource development, new energy development and utilization, ecological and environmental protection, and energy conservation and clean energy supply, so as to contribute to building a clean and beautiful world.
Viktor Khmarin expressed his sincere appreciation for CECEP’s warm reception and introduced RusHydro’s business portfolio and strategic direction. He emphasized that the friendship between Russia and China is rock-solid and ever-lasting. As Russia’s economy and society continue to develop, the government places increasing emphasis on low-carbon, environmentally friendly and green transition, elevating it to a national strategy. Russia and China have already carried out many productive collaborations in renewable energy and other fields. As a key pillar of Russia’s national energy system, RusHydro attaches great importance to developing the Chinese market and is eager to deepen cooperation with CECEP and other Chinese enterprises. The two companies share similar attributes and aligned business directions, offering broad space for cooperation. Khmarin expressed the hope that this meeting would serve as a new starting point for enhanced cooperation in clean energy development, water treatment, mineral resource exports, waste heat utilization and other areas, fostering continuous technological exchange, project implementation and mutual benefits.
Heads of RusHydro’s Hydroproject Institute and Department of International Cooperation; and representatives from CECEP’s Overseas Department, CGC, CECEP Solar, CECEP Wind-power, General Water of China, and other units also attended the meeting.
