CECEP Data Co-Authors China’s CBAM Guide

On September 11, the Guide for Chinese Enterprises on Responding to the EU Carbon Border Adjustment Mechanism (CBAM), co-developed by CECEP Data, was officially released at the 2026 China International Fair for Trade in Services (CIFTIS). 

The EU Carbon Border Adjustment Mechanism (CBAM) is the world’s first unilateral measure to incorporate carbon costs into import trade and officially took effect on January 1, 2026. The mechanism directly applies to EU importers and, through supply chain transmission, places sustained compliance pressure on Chinese companies exporting to the EU. Relevant industries urgently need to develop a systematic understanding of the rules and proactively formulate response strategies. In response to this new regulatory framework, the Guide adopts a question-and-answer format and covers six chapters on the background of CBAM, obligations of stakeholders, carbon emissions calculation, verification, certificates and the latest developments, aiming to provide relevant Chinese industries and enterprises with a clear and comprehensive guide to navigating the mechanism.

As a core contributor to the Guide, CECEP Data has leveraged its professional strengths as a centrally administered state-owned enterprise. Drawing on its technical expertise and practical experience in carbon footprint accounting, green account operations and digital solutions for achieving carbon peaking and carbon neutrality, as well as the results of its Zero-Carbon Cloud platform in supporting enterprises’ green transformation, the company provided important professional support for the Guide’s framework development and content design. 

Going forward, CECEP Data will continue to deepen its presence in the field of green trade compliance, accelerate the commercialization and implementation of CBAM-related solutions, and further improve its full-chain digital and intelligent carbon compliance service system. The company will support domestic enterprises in effectively addressing international green trade barriers and contribute to the high-quality development of China’s green trade.
