From August 10 to 15 local time, Liao Jiasheng, Chairman of CECEP, led a delegation to Ghana and Côte d’Ivoire for a series of business engagements and visits to CECEP’s local operations.

On August 11, Liao Jiasheng held a working meeting with Michael Kpakpo Allotey, Mayor of Accra, in Accra, Ghana. The two sides agreed that, as Accra accelerates its modernization, demand for environmental governance and green energy utilization is rising significantly, creating strong alignment between CECEP’s business strengths and the city’s development plans and broad prospects for cooperation. The two sides expressed the expectation of strengthening cooperation in solid waste and water treatment, new energy development and utilization, energy conservation and clean energy supply, actively advancing the implementation of high-quality cooperation projects, and jointly contributing to Accra’s development into a livable city and its green and low-carbon transition. After the meeting, Liao Jiasheng also met with William Stanley Owusu, Chief Executive Officer of the JSO Group, and the two sides held in-depth discussions on advancing the implementation of more green, environmental protection and livelihood projects in Ghana.

On August 14, Liao Jiasheng held a working meeting in Abidjan, Côte d’Ivoire, with Adama Dosso, Delegate Minister of the Ministry of Foreign Affairs, African Integration and Ivorians Abroad. The two sides agreed that CECEP’s full value chain capabilities in energy conservation and environmental protection are highly aligned with Côte d’Ivoire’s development needs. They looked forward to establishing a regular communication mechanism, further deepening practical cooperation in energy conservation and environmental protection, and contributing to the successful implementation of Côte d’Ivoire’s 2026–2030 National Development Plan. After the meeting, Liao Jiasheng also met with Parfait Kouadio, Director of Cabinet for the Ministry of the Environment, Sustainable Development and Ecological Transition. The two sides reached a consensus on strengthening practical cooperation in ecological and environmental governance and monitoring, green energy transition, and climate change response, and agreed to establish a cooperation coordination mechanism.

On August 13, Liao Jiasheng met with Moussa Koné, Managing Director of Côte d’Ivoire’s national mining company (SODEMI), in Abidjan. The two sides agreed that, as both CECEP and SODEMI are state-owned enterprises, they share similar responsibilities and missions, and expressed the hope of deepening practical cooperation in mining exploration and development, green mine development, and clean energy development and utilization on the basis of existing cooperation, continuously expanding the scope of cooperation, and achieving mutual benefit and common development. Liao Jiasheng also visited Compagnie Miniére du Littoral (CML), a joint venture between CGC and SODEMI. He heard an overview of the company’s operations and development from its Director General, Dramane Cissé, and exchanged views on strengthening corporate management and promoting transformation and upgrading.

During the visit to Africa, Liao Jiasheng and his delegation visited the Chinese embassies in Ghana and Côte d’Ivoire and met with Ambassadors Cong Song and Wu Jie respectively. They expressed appreciation for the support and assistance provided by the embassies to CECEP and its local operations, briefed the ambassadors on CECEP’s overall development and business operations in the two countries, and held in-depth discussions on implementing the important consensus reached by the Chinese and Ghanaian and Chinese and Ivorian heads of state, better aligning with local development needs, and advancing the implementation of CECEP’s energy conservation and environmental protection businesses.

In addition, Liao Jiasheng and his delegation visited the local offices of CGC in Ghana and Côte d’Ivoire and conducted field visits to the China-Ghana Friendship Hospital project in Ghana and the Abidjan water supply project in Côte d’Ivoire, both undertaken by CGC. They heard work reports from the relevant companies, gained a detailed understanding of construction progress, workplace safety and environmental protection, and localized operations, and met with frontline employees. Liao Jiasheng commended the achievements made by the local operations and praised the dedication of the officials and employees who have remained committed to working overseas, faithfully performing their duties, and making selfless contributions. He also outlined requirements for the next phase of work. First, raise political awareness and remain focused on achieving the annual targets. The company must thoroughly implement General Secretary Xi Jinping’s important instructions on the work of central state-owned enterprises, strictly fulfill the requirements of the State-owned Assets Supervision and Administration Commission of the State Council, and ensure that its thinking and actions are fully aligned with the Group’s decisions and arrangements. It must strengthen confidence, maintain strong momentum, and make every effort to accomplish the objectives and tasks for the Year of Overcoming Difficulties. Second, seize development opportunities and advance business transformation and upgrading. The company must firmly grasp the opportunities arising from the high-quality development of China-Africa cooperation. While strengthening and improving its traditional engineering businesses, it must accelerate the implementation of CECEP’s local businesses in ecological and environmental protection, clean energy, energy conservation and carbon reduction, and focus on building a second growth curve. Third, strengthen lean management and consolidate the foundation for high-quality development. The company must strengthen full-process project management, effectively advance cost reduction and efficiency improvement, accelerate the collection of outstanding receivables, and ensure workplace safety. It must also pay close attention to managing risks related to accounts receivable and foreign exchange, and continuously improve operational quality and efficiency. Fourth, deepen localized operations and promote the CECEP brand. The company must strengthen coordination between enterprises and government authorities as well as between enterprises and Chinese embassies, continue to advance the localization of employees, management and supply chains, strengthen public opinion risk prevention, actively fulfill social responsibilities, and continuously enhance the influence of the CECEP brand. Fifth, strengthen talent development and build strong momentum for entrepreneurship and performance. Based on the realities of overseas operations, the company must focus on cultivating a group of versatile international professionals with expertise in markets, technology, compliance and business operations, improve employee care and support, strengthen internal control and supervision, and promote the sustained and healthy development of overseas operations and investment.
