On August 5, Liao Jiasheng, Chairman of CECEP, led a delegation to General Water of China to conduct research. Du Le, Deputy General Manager of CECEP, accompanied the delegation.

Visiting Smart Operations Center of General Water of China
Liao Jiasheng and his delegation first visited the smart operations center of the company, where they learned in detail about the development and application of the company’s digital management and control system. They then held a symposium on Party building, production and business operations. Du Le, on behalf of the CECEP Party Committee, provided feedback on the results of General Water’s 2025 assessment of the Party building responsibility system.

Liao Jiasheng spoke highly of General Water’s achievements in last year’s Party building and business performance assessments and put forward requirements for its next steps. First, the company should enhance its political awareness, remain focused on its annual targets, and make every effort to accomplish the tasks of the Year of Overcoming Difficulties. Second, it should stay focused on its strategic goals, effectively communicate and implement the 15th Five-Year Plan, and steadily advance the Capacity Doubling Plan. Third, it should seize development opportunities and, while consolidating its traditional businesses such as wastewater treatment and water supply and production, proactively develop new businesses including seawater desalination, reclaimed water utilization and advanced industrial wastewater treatment, cultivating a second growth curve. Fourth, it should deepen reform and innovation, make sound plans for and implement a new round of state-owned enterprise reform, accelerate breakthroughs in core technologies and digital-intelligent transformation, and continuously strengthen its core competitiveness. Fifth, it should strengthen lean management, with a focus on benchmarking and improvement, collection of outstanding receivables, cost reduction and efficiency enhancement, and continuously improve the quality and effectiveness of corporate development. Sixth, it should improve public service provision and safety and environmental protection, effectively carry out flood control during the flood season, ensure water supply security and ensure that wastewater is discharged in compliance with standards, thereby fulfilling the responsibilities and mission of a centrally administered state-owned enterprise. Seventh, it should uphold Party leadership, ensure high-standard rectification of issues identified in the Party building assessment, focus on developing distinctive Party building initiatives, further advance full and strict Party self-governance, and foster a clean and upright political environment.
