From June 23 to 25, the 2026 Summer Davos Forum was held in Dalian, Liaoning Province. Chinese Premier Li Qiang attended the opening ceremony and delivered a keynote address. Under the theme "Innovating at Scale", the forum brought together around 1,800 representatives from around the world to explore new pathways for global economic growth. Liao Jiasheng, Chairman of CECEP, attended the opening ceremony and related forum events by invitation and conducted a series of business meetings.

On the morning of June 23, Liao attended and addressed the closed-door roundtable session themed "Competitive Industrial Clusters: The Next Phase of Growth". He noted that systematically advancing the green and low-carbon transformation of industrial parks will accelerate emissions reduction across the industrial sector and drive a new wave of large-scale, systematic transformation in industrial parks nationwide. As a central state-owned enterprise specializing in energy conservation and environmental protection, CECEP remains committed to following Xi Jinping Thought on Ecological Civilization, seizing the policy opportunities created by the green and low-carbon transformation of industrial parks, and actively participating in industrial energy efficiency upgrades, zero-carbon industrial park development and other related initiatives to make greater contributions to achieving China's dual carbon goals and promoting high-quality green and low-carbon development. Drawing on CECEP's experience and practices, Liao also offered recommendations on strengthening top-level planning, promoting industrial upgrading, advancing the energy transition, coordinating pollution reduction and carbon reduction, and improving institutional support.

On the afternoon of June 23, Liao met with Liu Kewu, Party Secretary of Jinzhou, Liaoning Province. Both sides agreed that, as an important transportation hub and heavy industrial city, Jinzhou enjoys clear geographical advantages, a solid industrial foundation and an urgent need for green and low-carbon transformation, making it highly compatible with CECEP's business development strategy and creating broad prospects for cooperation. They expressed the hope of deepening cooperation in solid waste and water treatment, new energy development and utilization, dual carbon consulting services, industrial energy efficiency upgrades, and zero-carbon industrial park development to jointly support the building of a Beautiful Jinzhou and high-quality development.

Also on the afternoon of June 23, Liao met with Sabah Almutlaq, Managing Director of Saudi Arabia's Alfanar Projects. Both sides agreed that, as one of the Middle East's leading engineering service providers, Alfanar has extensive experience in water services and clean energy engineering, with business strengths that complement those of CECEP and significant potential for cooperation. They expressed the hope of strengthening collaboration in wastewater treatment and seawater desalination, new energy development and utilization, and overseas engineering design and construction, while actively advancing landmark cooperation projects to jointly promote green and low-carbon development in the Middle East.

On the afternoon of June 23, Liao also met with Ng Boon Heong, Executive Director and Chief Executive Officer of Temasek Foundation. Both sides agreed that, as a non-profit philanthropic organization, Temasek Foundation has long been committed to addressing climate change and advancing sustainable development. Through initiatives such as innovation competitions, it has incubated green technologies and solutions that support the global green and low-carbon transition, creating substantial opportunities for cooperation with CECEP. They expressed their expectation of deepening collaboration in technological innovation, overseas market expansion, talent development, AI-enabled green and environmental protection solutions, and other areas to achieve mutual benefit and coordinated development.

During the forum, Liao also attended the Liaoning Central-Local Government Cooperation Conference and the High-Quality Development Exchange Conference themed "Invest in Dalian, Embrace an Intelligent Future".
