On February 5, CECEP convened a meeting of the Leading Group for the Yangtze River Economic Belt pollution control platform. The meeting studied and implemented General Secretary Xi Jinping’s important speeches, instructions and directives on advancing high-quality development of the Yangtze River Economic Belt, carried out task arrangements from the Office of the Central Leading Group for Regional Coordinated Development, reviewed progress made during the Fourteenth Five-Year Plan period and in Yangtze River protection work in 2025, and discussed key tasks for 2026. Liao Jiasheng, Chairman of CECEP and head of the Leading Group, chaired the meeting and delivered remarks. Members of the Leading Group attended the meeting.
General Secretary Xi has chaired four symposia on promoting the development of the Yangtze River Economic Belt and delivered important speeches, and has issued multiple key instructions, providing clear guidance and fundamental principles for high-quality development of the region. Since the start of the Fourteenth Five-Year Plan, CECEP has followed Xi Jinping Thought on Ecological Civilization, focused on its core responsibilities and main business, actively integrated into the Yangtze River Economic Belt development strategy, and made positive contributions to ecological environmental protection and green, low-carbon transformation in the Yangtze River basin. At present, ecological protection and high-quality development in the Yangtze River basin have entered a critical stage of transformation from quantitative to qualitative change, with increasingly arduous and complex tasks. It is necessary to further raise political awareness, unify thinking and action, overcome difficulties with full commitment, promote the effective implementation of all tasks with a strong sense of responsibility, earnestly shoulder the responsibilities of the pollution control platform, and strive to achieve a solid start for the Fifteenth Five-Year Plan.
The meeting emphasized that 2026 marks the tenth anniversary of the implementation of the Yangtze River Economic Belt development strategy and is also a crucial year of the 2025–2027 three-year action plan for Yangtze River protection, making the work of this year particularly important. The entire Group must strengthen overall coordination, assign responsibilities at all levels, focus efforts on key breakthroughs, and enhance assessment and incentive mechanisms to achieve new results in Yangtze River protection. Efforts should focus on advancing sewage pipeline network upgrades by proactively engaging with local governments, securing policy and funding support, and planning high-quality projects; on industrial pollution control by targeting key areas such as water pollution remediation in riverside chemical parks, soil pollution treatment at vacated chemical sites, resource utilization of construction waste, and comprehensive treatment of phosphogypsum, and promoting the implementation of demonstration projects; on ecosystem restoration by systematically participating in comprehensive water environment management of major rivers, lakes and reservoirs, and actively developing projects in shoreline protection and restoration, small watershed management, flood control and mine rehabilitation; and on innovation-driven green development by advancing new energy, clean energy supply, zero-carbon industrial parks and zero-carbon factories in an integrated manner, expanding channels for realizing the value of ecological products, and accelerating large-scale application of digital platforms such as Yangtze Cloud, Zero-Carbon Cloud and the Green Account platform.
