On November 26, CECEP convened a special meeting to plan and advance its work on artificial intelligence. After hearing reports on progress in AI-related work, the meeting made detailed arrangements. Liao Jiasheng, Chairman of CECEP, presided over the meeting and delivered remarks. Members of the leadership team and senior executives shared their views.
Liao Jiasheng noted that artificial intelligence is a disruptive technology driving a new round of scientific and industrial transformation. It is rapidly integrating with the real economy and becoming a new engine of economic growth. He emphasized that the entire Group must deepen its understanding of AI, accurately grasp development trends and central policy requirements, and resolutely complete the tasks assigned by SASAC and the National Data Administration, including serving as the lead enterprise for high-quality datasets and as a pilot unit for industry-specific dataset development. He also called for accelerating the integration of AI into CECEP’s core businesses to support their transition toward higher-end and smarter development.
Liao stressed that during the 15th Five-Year Plan period, the Group must attach great importance to and vigorously advance AI-driven innovation. In line with the 13486 strategic framework, CECEP will accelerate the development of digital businesses, improve safeguards for building a smart CECEP, and form an innovation-driven AI development system guided by unified Group planning, supported by specialized expertise and grounded in core business application. First, organizational leadership and overall coordination must be strengthened. The Group will refine AI management standards and systems, establish full-cycle evaluation mechanisms for AI projects, and enhance cross-sector collaboration to improve overall quality and effectiveness. Second, technical support and ecosystem building must be reinforced. CECEP will continue increasing R&D investment, strengthen its data infrastructure and model development capabilities, build a trustworthy data system, and develop a green data space led by CECEP to enable high-quality data exchange. Third, deeper integration of AI with core business sectors is essential. Focusing on key issues such as pollution and carbon reduction, cost reduction and efficiency improvement, and workplace safety, the Group will identify high-value AI application scenarios, adopt mature models and tools, accelerate the creation of CECEP-tailored AI solutions, and scale them rapidly. Fourth, talent development and financial and policy support must be enhanced. CECEP will leverage reform and innovation policies, improve incentive systems for talent, funding and compensation, innovate performance assessment and distribution mechanisms, and strengthen resource allocation to build a solid foundation for AI capabilities and ensure strong support for AI-driven innovation.
